San Francisco Child Care Facilities Fund

In 1998, the San Francisco Department of Human Services estimated that families moving from welfare to work would need approximately 2,700 more child care spaces than were available in the city. The Department also found that there was a particularly acute shortage of care for infants and toddlers in San Francisco's highest-need neighborhoods.

To address this growing crisis, the Low Income Investment Fund launched the Child Care Facilities Fund, a strategic public/private partnership that works to increase, improve and preserve quality child care spaces for every child in San Francisco.

Three Ways to Solve the Problem
Financing

CCFF offers child care providers in San Francisco timely and affordable financing for:

  • Planning, pre-development, and construction of new and expanding child care facilities
  • Child care facility improvements and renovations
  • Start-up operating costs for new and recently expanded licensed spaces
  • Resolution of urgent health, safety and accessibility issues at child care sites
Workshops and Other Assistance Programs

CCFF provides child care operators with training, unit-bearing classes and one-on-one consultation with experts in:

  • Facility development
  • Facility maintenance
  • Accounting and fiscal management
  • Operations
  • Fundraising and board development
  • Computer software
Advocacy

CCFF works on local and statewide policy and planning issues to ensure a fertile ground for child care facilities development in San Francisco through its participation in monthly meetings of city agencies, the San Francisco Child Care Planning and Advisory Committee (CPAC) and the Preschool For All (PFA) planning committee.

Sustaining Success

As of December 31, 2004, CCFF had applied over $15.5 million to support the development of more than 10,000 child care spaces in San Francisco, including more than 3,000 new spaces. CCFF has also trained over 2,000 child care providers to build and manage sustainable child care businesses and has provided over 1,000 hours of one-on-one fiscal and operational consulting.

CCFF has made significant progress in resolving San Francisco's child care crisis. Now, CCFF is increasingly focused on ensuring that the child care centers and family child care homes it has helped to create are able to stand the test of time. Through new financing and assistance programs that address the city's changing child care needs, CCFF is working to ensure that all of San Francisco's children have access to high quality child care spaces.
