Program Strategy

LIIF’s four child care programs are:

Affordable Buildings for Children’s Development (ABCD) Initiative

LIIF launched the ABCD Initiative in 2003 with the goal of creating a sustainable system for financing and developing quality child care facilities in California. The Initiative is a California-wide collaborative of organizations providing support to the child care sector in four areas: capital delivery, through the ABCD Fund; technical assistance and capacity development, through ABCD Constructing Connections; advocacy through the ABCD Campaign to Sustain Child Care; and facilities development through ABCD Development Assistance.

Child Care Facilities Fund (CCFF)

The first of LIIF’s child care programs was CCFF which began in 1998. CCFF is an award winning public-private collaboration that uses flexible capital, one-on-one technical assistance, and group trainings to expand and improve both center- and family-based child care facilities in San Francisco. In 2005, CCFF expanded to also serve Alameda County. LIIF’s CCFF has become a national model in responding to the shortage of affordable child care.

California Preschool Energy Efficiency Program (CPEEP)

The California Preschool Energy Efficiency Program (CPEEP) is an opportunity for preschools in the Southern California Edison, Pacific Gas & Electric and San Diego Gas & Electric service areas to add energy efficiency upgrades, control energy costs, and reduce operating expenses.

New York Child Care Seed Fund

The New York Child Care Seed Fund was launched in January 2003 to help child care providers develop child care facilities that serve low income children in New York City. The Seed Fund uses a four-part system that takes a child care provider from needing early stage technical assistance and trainings to the point at which he or she can secure financing for a child care development project.
