Direct Loans: Revolving Loan Fund (RLF) and Affordable Buildings for Children's Development Fund (ABCD)

LIIF lends capital through its RLF for predevelopment needs, acquisition lines of credit, construction financing, mini-permanent loans and permanent loans. LIIF also offers working capital, and lines of credit to non-profit organizations. While the RLF funds projects in each of LIIF's program areas, LIIF's other loan fund, the ABCD Fund, is specifically dedicated to loans for child care centers in California. ABCD Fund loans are made for centers' feasibility planning, acquisition, construction, and long-term real estate financing needs.

Packaged Loans

LIIF packages permanent and interim financing for conventional lenders through both formal set-asides of capital and ad hoc transactions. For example, LIIF has an allocation of approximately $65 million from the General Board of Pensioners of the United Methodist Church (UMC) to fund transactions larger than those that LIIF can do on its own. Similarly, LIIF frequently pulls together financing from banks and other CDFIs for transactions that it is unable to finance entirely from its own balance sheet.

Grants for Child Care

LIIF administers CCFF, the ABCD Initiative, the New York Child Care Seed Fund, and the Making Space for Children Program. These programs offer grants (and also loans in the case of the ABCD Initiative and the Seed Fund) for child care facilities in New York and California.

Technical Assistance

LIIF offers one-on-one technical assistance, training, and workshops to its borrowers, grantees, and other community development organizations. These services help to expand the knowledge and capacity throughout the field so that organizations may more effectively provide affordable housing, child care and educational opportunities to the communities in which they work.
