EXECUTIVE TEAM
Nancy O. Andrews, President and CEO
Ms. Andrews' background spans 30 years in the community
development finance field. She served as the Deputy Director of
the Ford Foundation's Office of Program Related Investments,
where she managed a $130 million social investment portfolio. In
this capacity, she made investments in leading community
development financial institutions. She also designed and
launched the Foundation's housing grant program, which focused
on national housing policy issues as well as capital markets.
Following her tenure at the Ford Foundation, Ms. Andrews was the
Chief Financial Officer of the International Water Management
Institute, a World Bank-supported international development
agency in Sri Lanka with offices in ten countries. There she
directed financial and administrative operations, supervising 70
employees. Ms. Andrews has been an independent consultant
specializing in community development, social investment
programs, financial analysis and housing policy. Consulting
assignments have included projects with the Department of
Housing and Urban Development, assisting in the restructure of
the $18 billion multi-family mortgage portfolio, and with the
Department of Treasury serving on the blue ribbon awards panel
of the Community Development Financial Institutions Fund. Ms.
Andrews received a M.S. in Urban Planning from Columbia
University, with a concentration in Real Estate Finance.
Art Fatum, Chief Financial Officer and
Executive Vice President of Capital Markets
As CFO, Mr. Fatum oversees LIIF’s financial management, accounting, treasury,
technology, human resources activities and major capital raising
initiatives. Mr. Fatum comes to LIIF with over 30 years
experience in financial services, internet and media, high-tech
manufacturing, and information services, including spending the
first half of his career at General Electric. He has been CFO
of one private and two public companies, has held Division
President, Chief Operating Officer and Chief Corporate Officer
roles, and has led several businesses based outside the
US. He holds a BS in Mathematics from SUNY at Cortland and is
a graduate of GE’s Executive Management Development Institute.

Ms. Latimer-Nelligan is LIIF's chief
operating officer, and responsible for oversight of LIIF's lending production,
risk management, new strategic initiatives and new programs. Ms. Latimer-Nelligan's
background in community capital is extensive. Before joining LIIF in July 2008, she was
with Citibank for over 20 years. Most recently Ms. Latimer-Nelligan served as the Managing
Director of National Lending and Investments, overseeing a $3 billion business within Citibank's
Community Development department. During Ms. Latimer-Nelligan's tenure at Citibank, Citi's national
lending, structured finance and equity investments for community development were consolidated under
her leadership where she doubled Citi's annual volume in Low Income Housing Tax Credit investments
in just two years. She went on to develop Citi's New Market Tax Credits program into an industry
leader. In addition, she successfully organized and established Citi's program in charter schools,
and led it to become one of the largest in the United States. Ms. Latimer-Nelligan serves on the
Board of Directors for La Raza and the Community Reinvestment Fund (CRF) as Vice
Chair. She received her B.A. from Hobart and William Smith Colleges
and her M.B.A. from Columbia University.
